गुजरात साधुवाद का पात्र

 We had great fortune in 2023 September when after three decades of unsuccessful attempts half of humanity of this nation was given constitutional recognition for being the member of Lok Sabha at least to the extent of one third. मैं गुजरात आया हूं, गुजरात साधुवाद का पात्र है पर एक तिहाई रिजर्वेशन दिया लोकसभा में विधानसभा में जो होरिजेंटल और वर्टिकल है और वह कानून में  कब बदला जब महामहिमा राष्ट्रपति द्रौपदी मुर्मू जी ने दस्तक किया.

When I entered this premises I had the good fortune to inaugurate  a research centre.  A centre  named after  two outstanding sons of the Bharat Shri Atal Bihari Vajpayee and Sri APJ Abdul Kalam. Atal Kalam Research Centre, it is need of the hour it is very timely. congratulations to Dr Neerja and the entire team. This research centre will be nerve Centre, epicentre  of the change that we have to face.

Disruptive Technologies you all have heard of, artificial intelligence, internet of things, machine learning and 6G is around the corner. We have Quantum computing mission in India, only a few countries have it. We have a green hydrogen mission. It is the time for you to engage in research, avail yourself of the opportunities.

From this platform I declare. Time for our corporate, industry, business and trade  to hand hold Institution for research and development. It is with pain I am telling you all that in 2009 the Government of India made available the amount of 5 million US dollar to a foreign university. I am not against making  donation anywhere on the planet but why not in our country. 50 Million dollars were made available to foreign university by the Industrialist I am not against it but why not in our country also time for our industry to hand hold educational institution, so that by research and development engagement the young boys and girls are fully positioned to fully exploit positive aspects of disruptive Technologies.

A deep fake can ruin our reputation, a wrong narrative can get into a wild shape. you have to combat it. Brilliant minds, discerning minds like you, have to find answers. When it comes to Green hydrogen mission, Gujarat is a land of innovation not at National level but at global level. This place must be a nerve centre. Green hydrogen has a potential to generate employment for about 6 lakh people and bring investment of more than 800000 crores, you must focus on it and I am sure you will.

Let me tell you boys and girls. An incident, Abdul Kalam was part of ISRO, there was a mission of ISRO the director says this is not the right time. The elements that are required to take a decision whether it should take off or not Dr. Abdul Kalam insisted we must go ahead, the decision was taken by him.  He was not the number one man, the mission failed. Normally the person in-charge addresses the media. The director went to the media and said we will succeed in next time. Next time did come doctor Abdul Kalam succeeded he insisted that director goes to media. The director said no Dr. Abdul Kalam you go to the media this hand holding is apparent effectively in our Prime Minister Shri Narendra Modi ji Tokyo Olympics our hockey girls team did excellently but could not get into the last four. The Honorable Prime Minister talk to every girl player those girls having tears in their eyes those tears were sparkling like a diamond. The Prime Minister with a country of 1.4 billion people, home to 1/6 of humanity the civilization depth of 5000 years is hand holding them. That is the spirit you must always remember.

मेरे कहने का मतलब यह है आप कभी घबराए नहीं कभी डरे नहीं प्रयास इसलिए मत छोड़ो की फेल हो जाएंगे. Believe in your power if you don't succeed that is not failure don't be in the grip or captivity of the fear of failure.

It is an honour to be in the land of such people like Gandhi ji and Modi ji. यहाँ आकर एक सकून मिलता है| पीएम ने ठान लिया है कि आबादी के साथ न्याय ही नहीं होगा पूर्ण न्याय होगा और उन्होंने क्या कदम उठाए 'बेटी बचाओ बेटी पढ़ाओ' फिर उन्होंने कहा कि सबसे बड़ी दिक्कत किसको होती है शौचालय के लिए, हर घर में शौचालय होगा लोगों ने सोचा नहीं था। तब 130 करोड़ के देश में शौचालय कैसे बनेंगे आज यह जमीनी हकीकत है। उन्होंने ठान ली की किलोमीटर चलकर, मैं आज राजस्थान से आया हूं मेरे से ज्यादा कौन जानता है, माताएं बहने पानी लाती थी, अब घर-घर नल और नल में जल। चूल्हे में फुकनी कर हमारी दादी नानी हुआ बहन खाना बनाती थी आंखों में धुआँ आँखों में जाता था। 10 करोड़ से ज्यादा घरों को मुफ्त कनेक्शन दिया। परिवर्तन आया है जबरदस्त।

उससे भी बड़ा परिवर्तन आया बैंक में कदम रखते हुए जोर आता था वकील बना तब ₹6000 I wanted for my library Now I remember very vividly kindness of that bank manager who could facilitated it. और अब 50 करोड़ लोगों का बैंक में खाता होना, बैंकिंग समावेशन होना और सरकारी सहायता अब बिना कटौती के बिना बिचौलिया के शत प्रतिशत वहां पहुंचती है।  यहीं कारण है कि भारत आज दुनिया की पांचवी आर्थिक महाशक्ति है। भारत आज बड़ी आर्थिक महाशक्तियों में सबसे तेज गति से बढ़ने वाली आर्थिक शक्ति है हमने कनाडा को, यूके को, फ्रांस को पछाड़ा  इनसे आगे हम निकल गए और आने वाले दो तीन साल में ही हमारी यह यात्रा विकास की यात्रा आर्थिक प्रगति की यात्रा।  We will have distinction of having 3rd  largest global economy by end of decade overtaking economies of Japan and Germany

Amrit kaal is our Kartavya kaal. अमृत काल में बहुत अधिक मजबूत नीव आने वाले भारत की रखी जा चुकी है। जब भारत 2047 में अपनी आजादी का शताब्दी महोत्सव बना रहा होगा तो भारत  को ऊंचाई तक पहुँचाने का पूरा भर आपके कंधों पर है।  हम में से कुछ नहीं रहेंगे you are the foot soldiers it will be on your  Shoulders that Bharat at the attainment of centenary of independence will be the most developed nation of the world and global leader और यह हमने करके दिखा दिया है।

दुनिया में भारत आज किसी का मोहताज नहीं है हमारी विदेश नीति कितनी कारगर है कि भारत के प्रधानमंत्री ने 5000 साल की सभ्यता को दृष्टिगत करते हुए दुनिया को जो  संदेश दिए। This is not an era of expansion  भारत ने ऐसा कभी नहीं किया, आक्रमण झेले हैं हमारे मंदिर टूटे हैं पर भारत ने कभी भी ऐसा कोई कुकर्त नहीं किया है and second all global confrontation and issues must be determined by the dialogue and diplomacy

तभी तो देखिए जो कुछ भारत में हो रहा है 10 साल में अलग छोड़िए, आप 6 महीने का देखिए, 6 महीने में जी-20 दुनिया का सबसे बड़ा आयोजन भारत मंडपम में हुआ जो दुनिया के 10 बड़े कन्वेंशन सेंटर्स में से एक है. भारत के प्रधानमंत्री ने विश्व के नेताओं को जब रिसीव किया बैक ड्रॉप में क्या था सन टेंपल कोणार्क। विश्व के नेता जब हाल में पहुंचे और जा रहे थे गैलरी से हमारी 5000 साल की संस्कृति वहां दिखाई दी।

हमारे संविधान निर्माताओं ने हमे संविधान दिया।  सोच विचार कर दिया, संविधान निर्माणों ने करीब 2 साल तक 2 साल 11 महीने और कुछ दिन तपस्या पूर्वक काम करा संविधान सभा में कभी कोई व्यवधान नहीं हुआ उनके सामने जटिल समस्याएं थीं

उन्होंने जो हमें संविधान दिया उस संविधान में 22 चित्र है, 5000 साल की हमारी सांस्कृतिक विरासत की झलक, सारनाथ का अशोक चिन्ह है, गुरुकुल की परिपाटी उसमें है और जो सबसे महत्वपूर्ण भाग है उसका जिसको कहते हैं मौलिक अधिकार, फंडामेंटल राइट्स, nector of democracy, essence of Democratic values उसके बिना डेमोक्रेसी अधूरी है। उस अधिकार का जो पाठ है उसके ऊपर जो चित्र है वह चित्र राम सीता और लक्ष्मण का है। देखिए राम सीता लक्ष्मण हमारे संविधान का हिस्सा है और जो किताबें प्रसारित है उन पर उसमें वह चित्र क्यों नहीं है।

We must insist की वह 22 चित्र आये उन चित्र के अंदर पार्ट 4 में भगवान श्री कृष्ण हैं अर्जुन को उपदेश दे रहे हैं मैं भगवान श्री कृष्ण की कर्म भूमि में आज के दिन मुझे जब रामचरितमानस दिया मने मन में सोचा गुजरात में हर आदमी बहुत सोच समझकर काम करता है मौके की नजाकत देखते हुए सही।

Gujarat in the nation and in the world is looked at as epicenter, nerve centre of epocal change. कुछ लोगों ने कहा कि आप  उपराष्ट्रपति हैं और आपको थोड़ा राजनीति से अलग हटना है, सही बात है।

Boys and girls I am not a stakeholder in politics but I am a stakeholder in Nationalism in governance. मैं इस बात से पीछे कैसे हट सकता हूं कि भारतीयता मेरी पहचान है इसकी अप्रत्याशित अकल्पनीय प्रगति को देखकर मैं विभूत हूं।

गुजरात की मिट्टी में कुछ खास है।  क्योंकि हर कालखंड में यहां के महापुरुषों ने हमें रास्ता दिखाया है देश का निर्माण किया है।  महात्मा गांधी जी, सरदार पटेल जी और आज के युग में श्री नरेंद्र मोदी जी और अमित शाह जी।  जो कानून के विद्यार्थी हैं, हर किसी को अजीब लगता था कि आर्टिकल 370 क्या है आर्टिकल 35ए क्या है संविधान में जिसको अस्थायी कहा गया है वह नासूर बन गया है और स्थायी रूप से है  जो सोचा जो कहा वह आज हकीकत है। आर्टिकल 370 constitution में नहीं है सरदार पटेल जी वह नहीं चाहते थे।

आपको इतिहास में थोड़ा प्रकाश डालकर बताऊंगा कि भारत के संविधान में और देश के एकीकरण में दो महत्वपूर्ण बातें हैं. Sardar Patel was involved in integration of all the states  except Jammu and Kashmir.  कहीं कोई समस्या नहीं रही बस जम्मू  कश्मीर में समस्या रही. if he would have been involved in the integration of Jammu and Kashmir trust me boys and girls कोई दिक्कत नहीं होती उसमें भी और दूसरा Dr BR Ambedkar chairman of the drafting committee father of our Indian constitution he drafted every article of the Constitution except article 370 so Sardar Patel Doctor Ambedkar उनको दो बातों से associate नहीं किया तत्कालीन नेतृत्व ने और नतीजा उनका हल इस कालखंड में निकला. यह कालखंड भारत के विकास का है यह कालखंड हमारे उस उदय का है जहां हमारी संस्थाएं नालंदा तक्षशिला थी हमारा व्यापार दुनिया के हर कोने में था.

आज के दिन देश का नेतृत्व कहां है राष्ट्रपति भवन में जन जाती की महिला आपके यहां राज्यपाल रही हैं और आपको आज मैं बताता हूं प्रधानमंत्री जी नरेंद्र मोदी जी 2014 में प्रधानमंत्री बने आपका आश्चार्य होगा मेरी पहली मुलाकात उनसे कब हुई मेरी उनसे पहली मुलाकात पश्चिम बंगाल के राजपाल की हैसियत से हुई

sky is the limit for all of you वह दिन गए जब बिना भ्रष्टाचार के बिना patronage के बिना सिफारिश के कोई काम नहीं होता था. Power corridors have been duly sanitized with corrupt element those elements who used to extra legally leverage the decision making उनकी छुट्टी हो गई है। जब इतना कुछ होता है तो कुछ लोगों के मन में घबराहट आती है। वह देखते हैं कि हमारे तो अच्छे दिन चल रहे थे, अब बेचैनी के दिन आ गए हैं। वह मानकर चलते थे कि कानून हमारे तक कैसे पहुंचेगा। कानून तो हमारी मुट्ठी में है, कानून हमारे कठपुतली है। उनकी गलतफहमी दूर हो गई है। कानून से ऊपर कोई नहीं है देश में कानून का राज है बिना कानून के राज के प्रजातंत्र का कोई मतलब नहीं है और कानून दस्तक वहां दे रहा है उन घरों पर दे रहा है जिनको उम्मीद नहीं थी कि कानून हमारे यहाँ कैसे आ सकता है

Boys and girls it is a challenge to you when a system works, when corrupt are being held in a transparent manner, when a nation has robust judicial system the notice goes to those people that takes to street everything. Thinking  mind, particularly young mind  and discerning mind like you must get on social media how can this be allowed. You are the greatest stakeholder in growth of this country by virtue of your age and education  the nation belongs to you more than me and others you have to take this Nation at great height. you want equality before law, you want transparency and accountability in governance. The leadership is dying for it you must rise to the occasion. our observation and silence will be most inappropriate it will resonate into your ears for years to come.  Do whatever you can because your action is better you are one who is to guide to the destination this nation

boys and girls when I look around the globe, पहले सोचते थे कि हमारे ऐसी सड़के होगी, ऐसी बिल्डिंग होगी, ऐसी रेलवे स्टेशन होगी. क्या इंटरनेट गांव तक पहुंच जाएगा और आज के दिन जो भारत को कमजोर बताते थे वह वर्ल्ड बैंक क्या कहता है World bank has indicated formally that India is the fastest growing economy. Among larger economy is ahead of every economy in the world.

our digital transactions, a dream of Prime Minister Narendra Modi, a ground reality in 2022, boys and girls transactions were four times the combined transactions of USA, UK, France and Germany taken together. we never thought of this. our people in the village may have not have formal education but they know how to use a smartphone now and per data consumption of Internet in Bharat in 2022 official figure, it was more than that of USA and China taken together
